Qatar enforces strict traffic laws to reduce road accidents. Despite the increasing number of registrations, road traffic accidents in Qatar have decreased over the past few years. This is due to road safety measures like speed limits, demerit points, and seatbelt laws. Traffic laws in Qatar are governed by law no. (19) of 2007.

Driving in Qatar is an exciting experience. However, if you want to stay safe, it is important to know about the traffic rules and the penalties for violating them. When you violate the law, you will be required to pay hefty fines and, in extreme cases, you may be imprisoned. Points will also accumulate against your license, and if you reach a certain limit, you may not be able to drive anymore. This article contains a list of Qatar traffic violations with fines and demerit points, as well as violations that will put you in prison.

Traffic Violation Points System in Qatar

A demerit points system has been adopted by Qatar's Traffic Department for evaluating drivers' behavior and emphasizing dangerous violations in addition to regular fines for traffic violations. A driver's license is penalized with demerit points, also known as black points, when he or she commits a serious violation. The driver's license can be suspended or even cancelled if the number of demerit points reaches a certain level over time. 

The following is a list of legal actions taken at each stage:

1) If 14 points are accumulated for the first time, the license will be suspended for 3 months.

2) If 12 points are accumulated for the second time, the license will be suspended for 6 months.

3) If 10 points are accumulated for the third time, the license will be suspended for 9 months.

4) If 8 points are accumulated for the fourth time, the license will be suspended for 1 year.

5) If 6 points are accumulated for the fifth time, the license will be cancelled.

6) In case of license cancellation after five attempts, the individual will have to pass a new driving test, and he or she will only be able to attempt it one year after the license cancellation date.

Demerit Point Removal

If any of the following situations apply, demerit points will be automatically removed:

- Within one year from the last violation date, the driver must not have committed any other traffic violations.

- In the event that the license is cancelled according to the points system described above.

Types of Traffic Violations

The following are the different types of traffic violations in Qatar, their fines, and the black points on the license.

Speed-related fines for traffic violations 

In the Traffic Law, Article 53 describes the penalties for overspeeding, which are based on how many kilometres you allegedly drove over. There are fines ranging from QR 500 to QR 1000 for speeding.

1) Excessive speed will result in a fine of QR 100 for every 10km/hour over the posted limit to a maximum fine of QR 1000 as listed below:

In most parts of Qatar, you can park your vehicle for free, but in busy areas, you will need to pay for parking. Penalty points and fines can apply to drivers who park illegally, especially on the spaces reserved for people with special needs. The practice of charging for parking in malls and commercial plazas is becoming more prevalent.

In most cases, these can be settled by paying the fine at the MOI or the traffic department. However the penalties for certain traffic-related offenses can be much higher, such as fines, revocation of driving privileges, or even imprisonment.

In the following cases, fines cannot be used to resolve any violations, and the court must review them:

1) Driving a vehicle without a valid  driving license or with a license not meant for the type of vehicle.

- Imprisonment: A minimum of one month in prison, a maximum of three years, and/or a fine of at least QR 10,000 and a maximum of QR 50,000.

- Repeated violations will be punishable by a mandatory minimum imprisonment of one week, a maximum imprisonment of three years, and a fine of a minimum of QR 20,000 and a maximum of QR 50,000.

- Black Points: 3

2) Organizing races for men, cars or bicycles on the roads without written permission from the licensing authority or not following rules and regulations assigned by the licensing authority.

- Imprisonment: A minimum of one month in prison, a maximum of three years, and/or a fine of at least QR 10,000 and a maximum of QR 50,000.

- If the same violation is repeated, the punishment will be doubled by the minimum level.

- Black Points: 3

3) To carry out construction, maintenance, or destruction on roads, or making holes along them, that may obstruct traffic or put the road users at risk, without the permission of the licensing authority. The failure to put out necessary warning signs and caution boards as well as failing to follow the rules and regulations of the licensing authority.

- Imprisonment: A minimum of one month in prison, a maximum of three years, and/or a fine of at least QR 10,000 and a maximum of QR 50,000.

- If the same violation is repeated, the punishment will be doubled by the minimum level.

- Black Points: 3

4) To give a vehicle to someone who does not have a valid driver's license to drive the kind of vehicle or to someone without a driving license or to a person who does not have any other permit required by the law.

- Imprisonment: A minimum of one month in prison, a maximum of three years, and/or a fine of at least QR 10,000 and a maximum of QR 50,000.

- If the same violation is repeated, the punishment will be doubled to the minimum level.

- Black Points: 2

5) Destroying or altering traffic signs or any of its part, or shifting or changing its content or information, or direction, or damaging it or damaging the road.

- Imprisonment: A minimum of one month in prison, a maximum of three years, and/or a fine of at least QR 10,000 and a maximum of QR 50,000.

- If the same violation is repeated, the punishment will be doubled to the minimum level.

6) The act of violating or allowing someone to violate customs and norms of public morality inside the vehicle.

- Imprisonment: A minimum of one month in prison, a maximum of three years, and/or a fine of at least QR 10,000 and a maximum of QR 50,000.

- If the same violation is repeated, the punishment will be doubled to the minimum level.

- Black Points: 3

7) The act of driving a vehicle recklessly or carelessly on the road or in a way that puts the safety and well-being of others at risk.

- Imprisonment: A minimum of one month in prison, a maximum of three years, and/or a fine of at least QR 10,000 and a maximum of QR 50,000.

- If the same violation is repeated, the punishment will be doubled by the minimum level.

- Black Points: 4

8) Driving a vehicle under the influence of alcohol, drugs or other mental stimulants.

- Imprisonment: A minimum of one month in prison, a maximum of three years, and/or a fine of at least QR 10,000 and a maximum of QR 50,000.

- If the same violation is repeated, the punishment will be doubled by the minimum level.

- Black Points: 6

9) The act of running or trying to run away after an accident or when the police from the Ministry of Interior (MOI) or anyone entrusted with enforcing traffic laws gives an order to stop.

- Imprisonment: A minimum of one month in prison, a maximum of three years, and/or a fine of at least QR 10,000 and a maximum of QR 50,000.

- If the same violation is repeated, the punishment will be doubled by the minimum level.

10) If you obtain or try to obtain a new driving license or vehicle registration card during the suspension period of the original driving license or vehicle license.

Imprisonment: A minimum of one week in prison, a maximum of one year, and/or a fine of at least QR 3000 and a maximum of QR 10,000.

11) If the vehicle's driver does not provide necessary assistance when an accident occurs on the way and injures one or more people or does not inform the police immediately or moves the vehicle from the accident site without the police's permission or moves the vehicle without necessity to rescue the accident victims.

Imprisonment: A minimum of one week in prison, a maximum of one year, and/or a fine of at least QR 3000 and a maximum of QR 10,000.

12) When the owner of the vehicle refuses to provide police with the name and address of the person driving the vehicle at the time of the violation or provides false information intentionally.

As per article number 67, the punishment will be the same for the driver who violated that law.

13) Intentionally providing false information in any forms or applications intended to pass technical inspection (Fahes) or earn a license or temporary license to replace a lost one.

- Imprisonment: A maximum of ten years of imprisonment. According to penal code article 206, if a public official committed the forgery while on duty, he would be punished by imprisonment of 15 years at a maximum level.
